The verse featured in this painting is John 3:8 where Jesus is talking to Nicodemus. "The wind blows where it wishes, and you hear the sound of it, but you cannot tell where it comes from and where it goes. So is everyone who is born of the Spirit."

When someone comes to faith in Jesus, they get born again and the Holy Spirit comes to indwell them. They are sealed for the day of redemption and this happening is likened to wind blowing, you can't see that it has happened as everything that we see is temporary, but what is unseen is eternal.
